my preference would see you getting a tubular grow light that you position inches directly over the seedlings.
what tends to happen to the young seedlings in a window is they reach for the sunlight and you get long skinny plants.
here is a sample of the General Electric Brite Stik Gro & Sho, i used my for over 10 years and it finally burned out a month ago. think i paid $20 and walmart. it comes with adhesive patches that allow one to stick it to something. i stuck mine to the bottom of a 1" X 4", then attached to board over the plants and adjusted the board as the plants grew.
