Cold Stratification

I've been reading up on this method of refrigerating certain types of seeds to break their dormancy, which essentially tries to mimic a winter to spring season change. But I'm wondering if this works with pepper seeds. Every year I end up with one or two seed packs where I get 0% germination no matter which method I try. This year some Fatalii are pissing me off. Would throwing these seeds into the fridge for a couple of weeks and then back onto the 80F heat mat allow them to sprout? Anybody use this method before and what is the exact process?
 
Chile seeds should germinate easily on their own if they are good seeds. Proper warmth and humidity is all they should really need for germination, and then into a loose well drained "soil".
 
I would check your germination methods and seed quality long before I would worry about mimicking the weather.
