pests critter bug identification please

I wish I had a better pic but I don't. Saw this bug on a plant the other day and can not find what it may be. Its about .25 inches wide and slightly larger in length. It featured a dome shaped wing case that flattened out to the edges. The wing case opened much like a ladybugs revealing tiny wings that it used to fly away before I get a better pic.

First thing that pops into my head is a Lace Bug. But, i dont know if lace bugs have a wing case like lady bugs, so maybe its not. Is it on a pepper plant, or something else in your garden?

sort of looks like a lace bug, I also noticed many dark spots in the first pic, could be spider mites, look for tiny webs, hope you don't have em they are nasty little buggers that wage war.
 
If it is a lace bug, you prob wont have to worry too much I dont think. Ive read they are rather plant specific. Ive seen one or two on my peppers (not sure if they were actually eating them), but once some sunflowers started growing from leftover bird seed, they swarmed those things like crazy. I actually have my peppers right next to them and they still leave them alone.
 
Tortoise Beetle.

Likes Sweet Potato. At least that's where I found it in my garden a few years ago. Didn't mess with peppers iirc.

Tortoise Beetle it is and according to Texas A&M, they like sweet potatoes. Which would make sense,sorta, because I had some Sweet Potato plants nearby.
 
This is Plagiometriona clavata, one of the Tortoise Beetles. I like those protruding alien antennae. The juveniles are even more alien and have a fecal shield. These are also in the Chrysomelidae but in a different subfamily than the Kuschelina above. Reportedly specializes in eating species in the Convolvulaceae plant family.
