from the odd image I gather your using florescent lights? What type of light are you using? Generally for indoor growing a cooler color temperature will help the plants grow vegetative and warmer colors induce blooming but stunt growth. Ideally you grow the plant to maturity with the first type of light and grow fruit with the second type. Also I dont see the light source in you image so your lights might be too far away from the plants.

I'm using a all spectrum metal halide light and have the housing about 18 inches from the top of the plants. I may have to get 2 bulbs then and switch them out for the different growth periods.
