Quick question..

is it time to transplant? all my plants with this batch are still small and none are flowering, except

this one

Oh yea i'd say its time my friend. If it was me, I'd pull them buds and flowers off and plant up in a 3 to 5 gallon bucket. It also looks a little nute burnt or over watered. Make sure you plant in well draining soil. Perlite makes a world of difference. Make sure theres tons of drain holes in the bottom of your container you plant up in too. Looking back at it, it looks like you got black spots on the leaves. Neem oil helps control that. IMO , and this might just be me, Id take all foliage off of that plant right away, don't compost it or anything just get rid of it. Plant up in a new, bigger container, and flush your soil. You'll see a huge difference in a few weeks. Good luck.
 
how often are you watering it? looks like it might be a little wet! i have had seedlings in solo cups for a few months and they were like 1ft tall before i transplanted them
