Leaf curl on all types?

I know there are a thousand types of these, and it feels as though I have read them all as well. I haven't seen any pictures that look like mine though, so was just wondering.

Run on a 18/6 light timer.
Potting mix + a little peat
Watered when it gets dry up top. Haven't had any cases of wilting yet, but I only water 1 time a week or so.

It seems as though in the past week/week and a half, seemingly ALL types of my peppers have been doing this. They have seemingly stunted their growth as well. Almost none of them are getting their 3rd set of true leaves coming in nicely.

This includes Jalapeno, Cayenne, Serrano, even regular sweet peppers such as Cubanelle, Banana, Bell.

Is this just a case of maybe needing some CalMag or something else?

(Dirt may look a little wet as it was taken right after I watered.)
 
How long are you leaving the watering cups on? Take those off after watering.
Edit. And only water when the cup feels really light weight.
