Can peppers put out pods from previous pod point?

Just a quick question from something I have noticed. My plants make buds, buds die, buds fall. None of my plants have put a new bud in an old bud location. Can and will the plant do so eventually? I've picked some peppers off another plant and the same thing, the plant just won't put any buds/flowers out where the last pepper was picked from.
 
im sure but not right away it will pop above it and around it sooner or later another one will pop up same location just not right away.

I've never observed the development of new flower buds from a spent old node. Underdeveloped side shoots originating from a given node can give the appearance of new flower buds emerging from an old node.
