60w 6500k CFL ?

How do you measure the throw of a light? Will 3 60w CFL grow 3 plants to 12 inches? Does an en-closer with reflective material benefit a lot more than an open light and should I build a small en-closer fo the plants. I have 3 60w bulbs for the basement but don't know what to expect or just use the lights for over wintering this years plants.
