Are these Carolina reapers

No, you can't really ID a reaper from the seeds. You would have to grow them out and see. Yep, this is the key. I'm not familiar with the vendor who sold you those seeds, maybe someone else can comment on that. But before I spend several months growing seeds out, I like to know the seeds came from a reliable source. The Vendor Vault here can help a lot with that  :)
 
Contact Ed Currie at Pucker butt pepper co and ask him if he has authorized Waylandchiles.com to sell his seed. You will note that the seed package is marked Smokin' Ed's Carolina Reaper.
Labeled as such is protected by copyright and needs to be authorized by Ed.
 
If you want to take the time, what Capcom said is right on.  They are using the trademark name, so they should be supervised / contracted by Puckerbutt.  Thing is, the pepper is now common enough that the number of scams are few.  Grow them out and see what you got.

I check the site. those are some of the worst looking reapers I have seen. most look nothing like reapers. many look more like Butch T's or morugas and even brainstrains. The desired phenos are just not there.

That should tell you all you need to know, Pepper Joke was the first guy selling them lol, Just get Primo seeds , or I can send you some if need any for next years grow
