What Permits Are Necessary?

Would anyone know what permits would be necessary for a dry mix that contains no "real food"? For example: Natural and/or artificial flavorings, sucralose and an anti-caking agent.
 
I have searched the internet and have found nothing that fits the description.

Are you asking what permits it takes to make and package a mix?  or Labeling requirements of a mix that contains the mentioned ingredients?  
 
 
If you are asking about the former-
It comes down to who the food processing authority is where the product is made and where the product will be sold.
 
Are you making the mix yourself in a home kitchen?  Usually not allowed, especially in Cali, if the product is for sale.
 
If it's for sale only at a local farmer's market and you make it in some kind of community kitchen/borrowed commercial kitchen/etc, your local health would probably be the ones to talk to.
 
If the intent is to sell it all over the www, you will likely be dealing with some FDA registration, but the first people to talk to would be the state food processing people.  Usually that's the state's Department of Ag.  
 
 
Regulations are so varied from place to place, start by talking to your local health district or the state people, as they are usually the ones who license food processors as opposed to the local restaurant inspectors, who usually don't license food processors.
