CFL light, how many bulbs for 12'' x 16'' ?

Hi all pepper lovers !
 
I planted my seeds little more than week ago and I think that I will need to use some artificial light for my 20 plants. Atm they are near window and because its cold winter here at my place I think my plants need more sun to grow.
 
I am thinking about buying few CLF bulbs and use that to add my plants some more light.
Atm they are in 30x40 cm (12' 'x 16'') area and my question is how many CLF do I need to buy so all of them get enough light ?
I can get :
  • Philips 23W, 1570lm, 6500K (Warm white or cold daylight) for 4,7$ or maybe 
  • CLF 23W, 1300lm, 6500K (daylight) for 3,9$

i have 20 blulbs in a little more space (20"x22"), 10 sockets with a y socket in each single socket, but i go excessive... you can get away with 2 for your seedlings but personally id do 4 minimum to help prevent stretching to the light source

they're both 6500k so shouldnt matter but mixing is always better if ya can...
 
 

to clarify i meant any 6500k  is fine so either of the two bulbs you listed are fine... but you want cool 5000k and ups.. not the warm...
