New light setup help

Hey guys I want to buy a new light setup because I have two old T12 fluorescent and they are not working like I want.
 
 
I want a setup to start my seedling and grow them until I plant them outside.
 
 
I was reading around and I see LED is definitely the future but I can also consider T5.
 
I don't know which one to buy
 
Should I buy a panel like this

Or should I buy a normal fixture so I can put LED tube (Can also use t5 that way)

So for LED its
 
red for bloom 
or
blue for grow
or
full spectrum ( red + blue)
or
or Full spectrum white

Another question
 
With LED we need to put the light source at 0.5 meter from the plant and with a T5 fluorescent really close
 
Do that affect the penetration of light?

both will work, it's up to you.
 
led information is covered lots of times... search for it.
it is not as simple as blue=grow red=bloom. you can read this if you want to dive in... otherwise just trust the manufacturer.
 
led and t5 lightsource will probably be the same distance away, the closer the source is the more concentrated the light ,so generally you want it as close as you can get it without harming the plant. 

If you like DIY.   just go for cheap led strip.   cut and connect LED strip, so that you can make desired shape you want. 
quality of light is also very important.
