water Watering

I keep seeing and hearing that you should let your soil dry out some between watering, why is that? I am new to this whole thing and am trying to learn all that I can.

     Allowing soil to dry out periodically really pisses off the fungus gnats too. They can get out of control pretty fast if your soil is always soggy.
 
Damping off, root rot, more or less think of what happens if something is keeps moist, warm and dark. At least that's my understanding of it. And from what I hear, when you piss off mature plants that are fruit bearing, they produce hotter peppers. It's a love hate relationship. But it also makes for easy growing that way.

Here's my thing, soil growth to hydroponics, soil you let dry out periodically, hydro is always wet. I'm assuming that you don't have the damping off and rot due to the overly wet environment. Gnats, molds and rot don't occur in water right?
