Strange black specks and light colored young leaves

My orange habanero has these small black specks over many of its leaves. Never seen anything similar before. I'm pretty sure the damage in the first picture was sunburn. Also the new growth coming in is very pale green, almost yellow. I don't know if the two issues are connected but thought I would see if anyone had any thoughts or ideas. Thanks so much!
 
Been a couple weeks and I still haven't found any solution. The spots are glossy and form only on the top of the leaf along the veins. They aren't insect droppings and I have seen no signs of insects on the plants anywhere. The plant continues to grow and has many flowers but it seems like the new growth is struggling. Doesn't seem to fit any symptoms of mite damage that I have seen. Any one have any ideas? I would really appreciate it
