Is this powdery mildew? *help needed*

Powdery mildew usually occurs in high humidity areas and generally under the leaves.

Powdery mildew looks like spots left behind when extremely hard water evaporates.  It appears in spots or blotches - not a fine residual appearance.  That's definitely not it.
.
That is my curse here for tomatoes, zucchini and cucumbers.  Well familiar with it...
