Why are my pepper leaves so small?

Hello everyone. This is my second year growing peppers and I have a question regarding peppers, particularly, my Jalapeno plants. I overwintered 3 of my Jalapeno plants from last year and 2 survived.
 
Last year, I noticed my pepper plant leaves seemed abnormally small. They looked fine in size for a while but the leaves stopped growing in large size when the larger leaves were cut off. These are a few pictures from my jalapeno plants in the first few months, when the leaves seemed normal in size: (note, these are pictures from about the first two months last year)

The pictures of the Jalapeno leaves seemed normal. It was when I started pruning and cutting the leaves back, the leaves stopped growing as large: (jalapeno pictures still from last year)

Now here are some pictures of jalapenos as of right now. The leaves are still tiny but I think they're going to get a bit larger but not as big as they used to be: (first 2 images are 1 of my jalapeno plants and the other 2 are my other jalapeno plant)

I know some may think it may have been from overwatering or over fertilization but my Orange Habaneros share the exact same conditions (unless they require different parameters) and they look fine. Here are pictures of my Orange Habanero plant that was also overwintered.

My habs seem relatively normal but is there something wrong with my Jalapenos, any suggestions on what to do?

Your watering too much. Algae should not be growing on the surface of your soil.
 
As for the leaves, wait til Georgia heat kicks in. It is still early.
