Something you might consider are fans made for 1U server rack cases. They are far higher quality than those CoolMaster fans but they can get loud without some rpm regulation.
 
These fans are made to run 24/7 in rack servers.

Part# 9GA0412P3J01 is the low power version that only draws around 5.8 watts so it should work even with cheap PWM speed controllers. Most of the cheap controllers can only handle about 8watts and the regular fan is around 11 watts.

Im sure there is a price difference considering this fan is made to last around 1250 days run time. 30,000hr server grade fans are not cheap until you consider you may have to replace a cheap fan a few times to do the same job as one fan. There is also a huge difference is cfm. Nearly 25cfm is huge for such a small fan.
 
Ive built and maintained more servers that i can remember. Sanyo Denki were commonly used in nearly all of them from Intel or SuperMicro. ect.

How much is one led unit rated at in watts?
 
And how much lumens are you getting per unit?
 
Since you mention you are running it at a lower rate,just curious what the ouput is.

Thanks- one unit is rated at 12.6W. I am running each one at ~9W. I haven't made any measurements, but CREE has a simulator for output based on current, and spits out 1250 lumens per LED.

Can you test your light output if you have a meter.There are free lux meter apps that you can try with your phone if you dont have one.
