pests Sawdust or bugs - Please help

I noticed some spots on the cayenne this morning and wondered if anyone could ID possible problem.
 
Just seems too uniform to be sawdust
 
Whitefly or aphid maybe ?

yea i dont think sawdust would attach to the edge of the leaf like that. Hard to tell from the pic but I assume bug eggs
 
That sorta looks like lacewing eggs, but too random in the way they are placed.  Although, you have purple lights, and maybe some sort of illicit substance laying around?  Maybe they found your stash...
 
I was cutting some wood next to the grow box hence suspicion of sawdust. I looked again tonight and tried to 'remove' some of them by hand and its like they are glued to the leaves so definitely not wood of any sort.  It does look similar to the lacewing, but not with those long threads. Very strange. It's the randomness of them that's doing my head in really. We will see if there's more in the morning.
 
Edit - If you look real close at the bottom of the right leaf you will see what looks to be a fly. A smallish house type fly with a black/brown body. Could this be the culprit ?

Only cottoned on now. If they got hold of my illicit substances it would more random lol.

I will go get some neem oil today and blitz them just in case.

^ Yup! Happened to me last year (minus the aphids). I had a bunch of those things (or something similar) on a couple of my plants, but they were blue. I freaked out and ripped them off. Turned out to be lacewing eggs ;)
 
Does anyone else find that the neem doesn't kill predatory bugs? I have a lot of insects on my plants even though I spray with neem weekly

No idea, just a guess
 

It's not that at all.  Neem isn't a contact pesticide.  It works against bugs that actually ingest parts of the plant, or suck the plant juices.  The only way that Neem kills anything else, is if you happen to coat it while spraying.
 
Decided not to nuke the little buggers ... and now they caught red hot chilli handed.
 
Good bugs or bad bugs ???
