Inconsistent tomato setting...

I'm adding tomatoes to the mix of peppers i normally do. All cherry varieties. 
 
I have a few sets of flowers/fruit/clusters that have 2-3 out of 5+ blooms that are actually setting tomatoes. Does a healthy tomato cluster all develop at the same time or from the stem out like I'm seeing... 
 
The cluster has 2 that are nickle sized and the rest have no fruit visible...that's a pretty significant difference in growth and I'm guessing that's not normal? Could it be low P/K? Lack of water? I did have to pull a plant due to wilt so I held off on watering a bit but that was more recent.
 
 
Just wanted to get some thoughts on this.
 
Don't have cherries going, but I do have lots of tomatoes growing. Mine began setting fruit a couple weeks ago, and, seems they go from the main stem out. Whole node has now set, but biggest fruit is closest to the vine. I guess, when I think about it, that makes sence, as the closest fruit has the advantage of being closest to the food source. As long as the plant is healthy, enjoy the grow, and the fruit that follows!
