In my eyes it's still a young plant and would need to grow more before producing peppers but it depends on you and the length of your season as The_NorthEast_ChileMan said.

Another thing to consider: Will the plant support pods?  Will it be outdoors and subject to rain.  Have lost many a branch due to weight of pods and additional weight of rain.

I would usually say let it go but it doesnt look strong enough to support pods. Mine flowered really small but i hit them with silica to strengthen them and used kelp extract and worm casting. They're strong and continuing to grow well despite producing pods

ermm, what makes you think its too small? if its flowering, its obviously not too small.
if its not ready to support pods then the flowers will drop off by themselves.
That plant is easily big enough to start making pods
