Hurricane shelters ??

I know FEMA has built various refugee camps.  All that conspiracy theory stuff was right, but it wasnt a conspiracy.  They are places to put people during huge emergencies.  Thing is, moving people there is difficult and lots of people dont have vehicles.

Why dont at risk areas build hurricane shelters for their cities?  During the cold war, we built nuclear fall out shelters in many major cities.  How hard could it be?  They could double as homeless shelters and food pantries, that way food, water, and the likes could be rotated.  Seems like the idea is so right there.

Then I am even more confused.  I am sure I would choose an inland family member or friend's invitation rather than take my kids to a shelter, but the news keeps saying there are lots of people with no place to go.  Also, they keep showing highways filled with cars... some broke down.

Maybe it is fear after reading what happened to Katrina folk in government run safe spots?  Could these people on the highways be trying to protect their cars?  Maybe pets that are not welcome in shelters?  Has to be some reason so many are leaving the area instead of hunkering down in a shelter.  Maybe they are trying to escape the aftermath too?

That last part kind of makes sense.  If you work at lets say Walmart and live in an apartment, you might figure both would be gone the next day so why not get a head start on a new life elsewhere.
 
BTW: From reading up on those FEMA camps, weirdest damn thing.  Built under President Obama, the Trump administration is using them for transitioning families suspected of being illegal aliens.  They tend to live there while waiting for court dates and what not.  Thinking they ought to be called Due Processing Camps or something.  Kind of annoying to know that disaster relief turned into something like that.  After Katrina it became so very clear we needed something for things like this.

Its not just getting away from the storm.  Hell, I lost my wallet a few months ago and even that was life changing.  Imagine loosing everything you own and your work place blew away.
 
Living in a shelter can be horrible. Not all accept pets. Most you have to bring your own beds, bedding and supplies-including food. You don't choose who you stay with. So you could end up with basers and junkies or just really rude inconsiderate people. No drinking, no smoking- most find ways around that. The list goes on.
 
Plus not to mention some of the closest maybe 20+ miles away and there are families that can not afford or find gasoline.
 
Sirex, then the question is why aren't the shelters better equipped and why aren't there better ways established to get there?  Most cities have a bus line.  In emergencies, why arent they picking people up an bringing them to shelters?

I suppose my bigger question is why do we have keep seeing events like this leave highways filled and people wading threw water?  Doesn't it seem like a matter of national defense and infrastructure?  Things tax monies are supposed to address.  Maybe I am too critical of the government.
