13 weeks old Jalapeno Plant, Pinch off buds or let them remain?

My jalapeno plant is about 13 weeks old. Its not more than a foot tall, and is beginning to grow plenty of flower buds. I am not sure whether I should allow the buds to remain or should I be pinching them off in order to grow the plant bigger and stronger? I am also putting up a picture of my plant so if you have any advice that would help.
 
Also, should I be fertilizing the plant, if yes, how often?
 
PS. The plant will remain in a pot for life.

Let it grow, maybe the flower falls off , maybe not , but any witch way you learn , and that's important.
Feed once a week , mostly organic , like fish emulsion.

I always let my buds be, in my opinion the plant knows when it's ready to set fruit. If it's not ready yet the flowers will drop and that's ok.

Ditto... let it grow.  Funny but it kinda looks like the Jalapenos I had this year... AFTER a full growing season   Not a great year for me.
