Can Carolina reapers grow in Austin, TX?

Shouldn't be a problem, but you'll probably need to start inside sometime between January 1 and March 1 to get any decent yield out of them.
 
Sure they can. There's quite a few member on here from Texas that grow superhots.
 
They can grow, but beware: my reapers were the last thing I had start producing and they're still slow to ripen. But once they started setting pods, they didn't want to stop.
 
Thanks for everyone's help! I have another question, if I am going to plant seeds directly outside without stating them indoors, when should I plant them?
 
After last frost but I wouldn't recommend doing it that way. Reapers and other superhots need a long time to grow so it's best to start them inside and move them outside when danger of last frost is over.

Which pepper do you think I could plant without starting indoors? And is the hottest one in that category

I wouldn't try anything hotter than a habanero or scotch bonnet. Peppers germinate best at 80-85 degrees, and your soil might not be that warm consistently until April or May, and that is very late to start and have ripe peppers by end of season. Consider it may take 2-3 weeks to germinate AFTER your soil temps are 80 degrees, and nighttime lows will slow germination down. If you must start outdoors in the ground I would recommend planting some annums like jalapeño or serrano.
 
Shade cloth.
 
All super hots grow in Texas, but you definitely need shade cloth.
 
This year I grew reapers, jays peach, BOC, chocolate borg 9, and a couple Aji varieties...  All were prolific pod producers.
 
I grew my reapers in Minnesota. Started them indoors in March and put them outside in June. Along with Trinidad Scorpions. I should've started them in Feb though. But still harvested end of September
