Pods could be small because the cold stunted their growth which will happen this time of year.

I didn't really think colder temps could stunt the overall size of the pods, but more-so the time it took for them to ripen.

It could also be small due to pot size and nutes or lack of. Has it been taken care of properly, if not then do some fertilizing or increase the pot size and see if it helps.

I would say yes it has been taken care of properly. It's got nice leaves (although small) and healthy looking branches. I probably end up cutting it back for the winter soon and leaving it in the 1 gallon pot it's in until the beginning of spring, and then transplant it to a large 3-5 gallon pot and see how it develops.
