Please help identify leaf problem.

Hi folks, after a few massive aphid infestations (have pretty much sorted them out) I have noticed that my Trini 7 Pot Douglahs have been dropping flowers and new leaf growth is stunted. These are all outside container plants. Some sort of black fungal issue.....Here is a pic of the underside of one the leaves. I will add a few more pics of the plants shortly. Had a suggestion that the sticky black shit that looks like fungal growth is still due to aphids.......so the Neem Oil Spray program will be implemented early this evening at cooler ambient temperatures.........I genuinely HATE those horrible little Bastards........death to all aphids....
