There's no way sharpness is dulled. Vinegar is acetic acid diluted with water. A basic vinegar is 5% acetic acid, 95% water. When you boil you lose water, making it actually sharper.
If I dont cook then its 25% of the batch, so that works out to under 2% strength, otherwise it depends on the sweetness of the batch and how much tangyness I want.
