Pepper leave disease

My step dad got a strange disease on some of his bell pepper plants.

Some blister and white stuff.

The whole plant is soft and weak.

     Edema. Water less and put a fan on them.
 
 
edit: The plant being "soft" might be a result of root rot. Root rot and edema are both caused by overwatering or, at least, not giving the soil enough time to dry out between waterings. And the plant being "weak" is probably a result of not having a fan on it. Plants need physical stress to grow strong.

Root rot will kill your plant fairly quickly. However, it might be possible to save it by adding mycorrhizae and / or other beneficial micro organisms to your soil. You can get those at gardening shops.

just add s better ventilation, and let it dry before watering
