seeds At what stage should I increase LED light intensity for seedlings?

Hey, I'm first time LED indoor growing and my light has manufacturer stated distances and dimmer settings for seedlings, vegetative and flowering growth.

The seedlings have now been 9 days under the light with 2 days of first real leaves showing.

My question is:

At what stage (how many real leaves) should I increase the lighting to the vegetative intensity?

you will have to play with it.
 
it probably doesn't matter at all and you can use veg at any time.
 
those lights are made for weed probably.

As I've been slowly decreasing the light to plant distance at a few inches every two days, the cotyledon leaves have always pointed up towards the light. If the light is too intense will they give me a cowering away warning before burning?

they might burn but if you adjust quickly it will only effect old growth
