Gibberelins induce stretch, and if applied at fruit set consider they may potentially have the adverse effect described above.
Another PGR is triacontanol, contained in alfalfa. Although, it requires extraction, as it's an alcohol contained in epicuticular wax. Studies on mulching the planting hole demonstrated some efficacy in increasing growth patterns. I've made FPE with it. It is said to increase essential oil production. Maybe it could boost capsaicin & dihydro- too.
Also, Jasmonic acid is supposed to increase blooms. It's in bonide tomato spray. I haven't tried.
Indole-3 acetic & butyric acids: rooting and general metabolic functions.
Then theres brassinolides...
and 6-bap: the synthesized cytokinin used as a chemical pruning agent to induce complex branching.

Keep in mind that these hormones probably don't survive the drying process or storage in appreciable amounts. Kelp meal is a great source of micronutrients and amino acids and a great carbon source for fungi though. If you wan't the benefits of  kelp hormone wise you need to use a legitimately produced liquid kelp extract. Preferably a fresh kelp extract that was extracted in such a way that does not damage the cytokinins, auxins and gibberelins. Many places do not list the ratio of these hormones on their kelp extract, which is important. You don't want to boost top growth and have your root system not be in balance with the vegetative part of the plant.
