What kind of worms are these?

I've had a few habanero pods suddenly start to yellow at the stem and essentially die before ripening.. each of the pods that this has happened to (there have been 4 or so of them) when I dissect them to investigate, there are these little worms (or larvae?) inside. One worm per pod. They seem as happy as can be, although I don't get how their flesh doesn't burn right off from the capsaicin. Anyway, does anyone know what they are??

I googled pepper maggot, and clicking through the related images I found the European Corn Borer. I think that's what I've got. 
It's weird how they're only messing with the habaneros though, and nothing else.  :eh:
