sun Can I use an Aquarium Sun-Glo light ?

Just looking to get on the go for my very first Carolina Reaper growth. I'm wondering if I can use a Sun-Glo bulb to grow this kind of thing? I'm going to be starting seeds with the paper towel method and then moving into Pete pots and or pellets.
 
Will the bulb suffice and if so for how many hours daily? They would be a 4000k bulb which I think is in the safe range. Does it simulate sun enough?
 
Like I said I'm new at this so its quite possible that I ask stupid questions. lol
 
Being winter, its pretty cold here in NS for a couple more months and I really want to get a head start, not only with some of the super hots but I'll also be attempting some regular garden veggies like tomato and cucumbers etc... Is low 70's warm enough?

Lots of folks here start their plants under regular fluorescent shop lights.  I expect your fancy aquarium tube would work.
