As NECM is hinting at, if they are simply dried and not smoke-dried or smoked, you may need to toss them onto the smoker for 30 minutes to get the smoke flavor. Yes you can smoke dried peppers.

I like a splash of toasted sesame oil in mine. It doesn't have to be the main oil as it's for flavor.

La Morena used to use sesame. Also they used to list the "spices". So here's the OLD label. This was my fave before they changed it.

Lol they forgot the "o" in oregano. It looks simple enough. A friend at work has Rick Bayless recipe book. I'll get from him.
