lighting Cheap 6000k led lights

So I bought 3 of these 6000k t8 2ft led lights that comes in 2 x 9w tubes - no fitting required. They have a lumen output of 1500lumens. I've always used fluorescent tubes but thought I'd try these out as they were on sale. Growing 4 black panther orange peppers, a bhut, aji limon and a choc fatalii under them. Would these produce enough lumens to grow my plants healthy enough? 2nd year growing peppers. Total lumens - 4500 , total watts - 54

I'm covering 13 square feet (1.2 square meters) with 12 x 15watt LED strips 6400 kelvin @1500 lumens each. Total watts 180, total lumens 18000.
 
You've got enough good light for your 4 plants for vegetative growth as long as they are small-medium sized. Just like my current setup: not the right kelvin and not nearly enough power for fruiting. For that, you probably need to add some 3000 kelvin lamps that will be powerful enough to also double the current wattage.
