Paperwork Phytosanitary

Hi! I live in New Caledonia and want order some seeds but custom here ask for 2 thing:
1) - Seed shipment to be covered by a supplier's declaration stating that the seeds are non-genetically modified organisms
2 ) Phytosanitary certificat 
Is there a reseller who can provide it?

I did a bit of research when you first posted this, Post #4 in Hello from New Caledonia.

I was not  able to find much... At this website, VisaHQ/New Caledonia customs, it posts, " All sorts of plants, seeds, flowers and soil are prohibited unless brought in on import permit. ", which means the shipper needs to follow these rules in the US, USDA/Export Services Questions and Answers. I could not find an official website specific to New Caledonia import requirements but I did find this, Service d’Inspection Vétérinaire Alimentaire et Phytosanitaire, which seems to be a list of exemptions? 
 
I'm not about to "interpret" another countries rules and regulations, never mind exemptions, so you need to clarify what I found with DAVAR. Page 1 of this PDF states, "Some products may be imported by individuals without import permits and/or sanitary certificates. The list of products presented hereafter sums up these exemptions." and reviewing page 4 under Plants and plant products/VEGETABLES AND TUBERS, which has a 2-part requirement posting, "Seeds for sprouting for human consumption in commercial packaging except species subject to additional declarations -additionally it states- "Limit of 10 commercial bags / trays of 500gr maximum. The labeling must specify the name of the species".
 
Stated twice in above is COMMERCIAL packaging and/or bags. I read this as any seeds sent not from a retailer are subject to confiscation. In other words, if individuals try to send you seeds and they are found they will not be delivered.

Thank you much much for all info, i did contact them and it's full of shit, some said yes you need and some no you don't ( certificat phytosanitary ) 
 
Getting a phyto is easy if you have a registeted nursery. The regular inspector comes out, has you treat the seeds, and he writes up the phyto. Mine charges a set fee plus mileage. The last phyto I got for shipping plants to Hawaii cost me $66. You would want to buy a lot of seeds to make that additional cost worth it. Any legitimate nursery business should be able to provide one here in the US. Tom
