seeds Seedling leaves starting to shrivel (caught early)

If you're planning on growing outside, it's too late to start seeds for you.  I would go ahead and stop what you're doing and plan for next year.  If you're planning on growing indoors, I don't see anything wrong in the pictures you posted?  For future reference, germinate the seeds in the seed starting soil.  I like to do three per cell, cull the two weaker ones once they emerge.  Don't keep the soil surface moist, you're asking for trouble if you're spraying the plant with water all the time. 
 
I pretty much agree with Doelman.
 
Those seedlings look OK.  If anything, it sounds like you're paying too much attention to them.
 
I'm guessing you only have 90-120 days until your first freeze?  So you may have trouble getting much of a harvest.
 
That's OK. Use the time remaining this year to play around with growing these Biker Billy's as far as you can, and get an earlier start next year with your seedlings.
