Peppers in sweet sauce...trying to find recipe

Last year I gave a "friend" a bunch of hot wax peppers.
He gave me some jars containing the peppers in a sweet sauce, almost like a sweet salad dressing.
 
I asked him for the recipe and he refused.  Amazing.
He says if I give him the peppers he'll make it for me.
 
He wouldn't even tell me the name of it so it would be harder for me to Google.
 
Any ideas what this would be?  It was so good we ate the whole pint in an evening.
 
It's long gone.  He won't even tell me what it's called.
The best I can describe it, a thick clear sauce, sweet and zesty.
 
I've been Googling everything I can think of.
 
I just had a branch break off one of my 8 banana pepper plants with 27 peppers on it.  I'm tired of pickled banana peppers.  We have 40 pints of those!
 
Ok, my buddy fessed up.  He bought a jar of peppers that he liked and reverse-engineered and then couldn't replicate the recipe.  LOL.
 
He sent me a picture of the ingredients:
Banana Peppers, mustard, sugar, cider vinegar, water, red bell peppers, Modified food starch, salt.
 
Interesting that mustard is that far up on the list.  I would have never guessed that.
I'm guessing the food starch is the thickener?

The peppers are blended into the sauce? Or in there whole or in chunks or something? D3monic might have shared his sweet Thai recipe at one point, or at least detailed pics of the process. I remember that it had a ton of sugar in it, and it was really good.

FWIW minus the mustard it sounds like agrodolce
 
I mixed up a small amount of the sweet brine that ShowMe mentioned.  I added a tiny bit of mustard and it was overpowering.  I'm not going to include it.
I'm not sure how that commercial pepper had mustard as the second ingredient.
