Is this normal

Is a plant healthy when it has more pods than leafs,, on a Butch T yellow scorpion...?

Pretty much all flowers are gone with no new buds forming. Branches are heavy with big fat scorpion pods everywhere.
I think its pods are hotter than my reapers. Scorching painful blinding slow long lasting sweet heat. And that was with pods left on the plant for only a few days after turning yellow. Can't imagine it getting any hotter if left on for weeks...

That plant is in a container, correct?

I find that container plants generally have less dense foliage than in-ground plants.

My raised bed is a jungle. In places, I can barely see more than six inches into the leaves.

That's a typical Florida plant, for ya.  One the reasons why I don't tend to post tons of pics of plant porn.  Our climate don't make the purtiest plants.  But for anything Chinense, we can outpod just about anyone.
.
You won't get as many leaves in containers, unless you seriously up-size the volume of the container.  Even then, by Northern standards, where they get cooler nights, the plants aren't going to look as full and "healthy".  But, it doesn't mean that anything is wrong.  I've had so many plants that look like yours, and then will put out more pods than leaves.
.
Because it's so hot and muggy here, the plant will struggle to transpire oxygen.  More leaves would be better, if it were actually able to do the job more efficiently.  But the plant will keep whatever it needs, and will do what it's supposed to do.
.
Don't sweat it.  If you want picture perfect, grow indoors.  But your plant is healthy, and doing well.
