Is there one light that can work to flower plants indoors that are already grown as well as grow plants for next year from seedlings? I moved my mature plants indoors the other day and i have a bunch started in styrofoam cups. I would like to be able to continue to harvest peppers through the winter. Preferrably not overly expensive

Some more info might be useful. What size area were you thinking of and what temperatures would the area have as an ambient.
If you planning on growing in a garage open area and the overnight temps are like 4c then you going to battle. If you growing in an enclosed area (tent/cabinet) and can maintain a steady temp of 12c-28c then you will have more joy.
Seedlings almost irrelevant as long as they have some soil heat so let that be your last consideration.
