Turns out the private tow company took it upon themselves to tow the car when they saw a ticket on it from the police. Ot was an unauthorized tow. My landlord attempted to call their management, but surprise they werent available.

I have a space to park in, if someone parks there, my landlord can call to have the car towed. He never called, and when he did call to get someone to release the car all the sudden management was unavailable.

So the tow company pretty much stole the car and held it for ransom. Welcome to Chicago. They will avoid calls, and legal fees would end up being more than the $450.
