Why do you care? This increases the federal unemployment tax that your employer must pay for every employee in that state. That can cut into your potential for raises and/or bonuses. It's a good idea to write to your state to insist on better money management.

The squeaky wheel gets the grease. If enough people get loud enough for long enough, they'll listen. The single biggest reason we have some of the garbage we have now is because too many have been ok with status quo. The US as we know it today wouldn't exist if our forefathers had been satisfied with the status quo or relied on someone "else" to stand up and do what needed to be done.
