In general (there are exceptions), drying seeds is a means of storing them. It is not absolutely required to dry them if you are going to immediately plant them. Think about what happens in nature, with no interference from man. Fruit splits or drops to ground, if undisturbed it rots, seeds hit the ground and sprout. Yeah, sometimes foraging animals eat then poop them out, etc., etc. Point being they don't necessarily dry out yet grow anyway.
