Have you tried on top of your fridge or modem?

Yes, they are on top of the fridge on a heat mat. I think I am going to move it to a closet or drawer somewhere.

What is your germ method?

I soak seeds overnight or for a couple days in warm water, then put them in planter cells right away. Its normally works perfectly, but the cooler wealther has not helped or my home temps.

Its annoying me because I want a small crop before the summer heat kicks in.

You could try wrapping them in cling film, then placing them on the heat mat. This will keep raise the humidity and temperature.

Or you could try the zip lock bag method on your heat mat with a towel on top.

Was thinking something similar but backed away due to mold. I am using the last of my Sukari seeds and don't want to lose them to dampening but I might have to, and just use a weak solution of H2O2
