How long they have been in the dirt? Chinense can take a while (30 days+). How old are the seeds? Older seeds can take a while as well.

Seeds are over a decade old. Got them in the seedling starter tray with dome with heat mat underneath. Started the seeds in March.' Not a single head poking out of the ground...C'est la vie

If they're that old, then some might not germinate, or take their sweet time. May need to consider buying new seeds. You should be able to get a couple packs from a good vendor for under $10 if you need more.
