Bad luck I guess. Sometimes I have to multiple fails even the seeds looked fine. What was ur temp?
This is my method:
Sorry it's in Finnish but hopeful you get the idea 🙂 I use baking paper. And I cover the seeds with one layer of baking paper
Wind is more damaging I would say. Number 1 reason I don't grow outside. Because I live in a flat with no windows on the balcony. Scary watching them bend and come from the work and see they all messed up.
And you see progress better. No need to turn off the lights.
This would be quite nice: https://www.aliexpress.com/item/1005002453743072.html
Not the best but if you want something cheap and get the "600W" model. It's 65W and pro has veg/bloom switch. Would be better than most cheap floodlights...
I would avoid purple lights when you have limited space. It gets annoying after while. I would use dimmable LED panel and make a stand for it.

I haven't used aquarium plant dry fertilizer but I have used earth plant dry fertilizers. Soaking in the water many hours before use and checking with the EC meter if EC stays at the correct level. I wonder why it would not work? If the nutrients can dilute to the water then it should work for...
I don't use lime. Instead of it I use biochar. Mixing 13-16% charcoal to the peat. One part biochar and 5-6 parts of peat. Works for me 🙂 and a bit of worm castings and dry fertilizer.
Like @Sulsa said worm casting PH is around 6-7.5.
It looks very good, a lot bushier than Apache. How does it taste? Could interesting to cross with Apache.
My Apache is now a year old.
At beginning it was bushier.
Apache is what you're looking. It's a dwarf chili. Heat is low to medium.

But it's not completely lost if it's insanely hot and tastes good but mild. I have tasted some insanely hot chilis where there was now taste at all but only heat. Then you have lost it. People should stick to what is the hottest and tastiest chili you have growed. We have way too many crosses...
That is unfortunate. I didn't find any photos on my "PepperX" at the very beginning. Or some nice color change 🙂 they both are very tasty and sometimes they smell sweet melon or fruit.
Edit. Did it look like this? This may be the pepper? I haven't archived this correctly. It may be it but not sure.
In these days Samsung quantum led boards are very good and the price is today quite low. I don't use anymore with full power it seems to be too hard for the chilli when at 60 cm away. I grow maybe a slightly in too small area. Approx 80x60 cm. 120x120cm area is not too big. I think they would do...
