      We share similar concerns.  I hardly cook with salt so I'm pretty sensitive to the stuff.  The original recipe that I tried called for 1.25 cups of pickling salt for a 12 hour brine and it was way too salty.  Hopefully 1/4 cup isn't too much.  I'll probably lighten the salt content of the rub...

    I'd leave the cover on and the light on until your first set of true leaves.  Then pot up.  The babies should be happy as long as it doesn't get too warm in there.

    overwintering Accidental over-winter…

        I've never had peppers make it through a solid freeze.  I'd move them in if it is going to be below 40F.     I've cut mine back to stumps and they sprout new growth... provided they don't freeze and have light/food/minimal water.  :)

        My vote is do nothing different until your season starts.  I've killed overwinters by trying to make them happy.  My best survival rate has been leaving them until spring.   Maybe move them to a warm location that gets light.  Freezing/cold temps are bad news.  Just try not to over love them.
