I'd do it before planting vs before storing. I usually don't even swish seeds around in h2o2 or anything before storing and instead do it when I start the seeds.

I can't speak on the soil with a ton of certainty, but it's definitely to overwinter a plant next to a window (provided it provides enough light). I kept a couple plants by my glass door and they're my best producers this season
No. Cross pollination manifests in the seeds from a crossed pod. Your fruit this year shouldn't be affected by it aside from what grows from the seeds inside next year.

What lets you know when they need water? I'm no expert but my first thought was overwatering

Oh trust me, I had everything from Melee to Pacman World on my hacked wii before it was stolen. I have a gamecube again now though so I may get some of those old games eventually.

Honestly I just wanted to comment because I put priority on looking at new posts of glogs I'm actively following and having replied makes that easier.
I just take the seeds out, throw them in a paper towel or coffee filter and let them dry a few days before I bag 'em. Nothing special and I've gotten good germ rates so far.
For me Thai types seem to ripen first. I don't really measure the start dates, but that's what's coming into the kitchen first every year. My jalapeƱos ripen slower than my chinenses or lemondrops though.
