I'm not 100% sure but looks like leaf miner, a small worm that tunnels inside the leaves just under the surface. They only affect the leaves and can be controlled with Neem oil or liquid soap.

How often are you watering? Over watering can cause leaves to go yellow and drop aswell as new growth to curl up.

Although not ornamental, Piquin/Pequin(C.annuum) do really well in small pots and produce loads of small scorchin fruit with a citrusy, smoky, and nutty flavour. One of my favourites! Wiki

I only have tap water available too. I fill up my watering cans and let them sit for 24+hrs before watering to let the chlorine dissipate. May help!
