Mich, do the plants under the cfl's also get sunlight during the day? Or are just the cfl's enough in your experience?

Probably early morning when the metabolism is at a minimum to reduce stress. I'm just guessing though, and honestly I don't think it makes much of a difference. :)

For me it's mostly to keep the bulbs cool. So... 1. I have it on when the light's on. 2. Should be fine, you really only need a bit of a breeze 3. Both, I guess. Not so much "fresh air", but just a bit of air flow so that things don't get too damp.
