Not certain how much of that you should use.  I would think the objective is to have plants with lots of peppers and not too many leaves.  Too much leaf and you will have too few peppers.  Not enough ferts and you will also have too few peppers.  Just judge them by their leaf color and growth...

You know these plants are not even close to typical Bells at all.  I think it is what is called a Gypsy pepper.  Large elongated cream colored peppers with ridges.  They are a pale cream color the whole time they grow,  Not certain about when they mature though,  ...

Does it matter what you put in them in the past?  They need something now.     I would use something a lot stronger until you whip them into shape.

Oh my goodness... Never saw such hungry babies. You need to zap them with a fast acting liquid fert on a weekly basis.

If they are growing too slow, I zap the heck out of them with ferts and some Epson salts,  My hill garden drains too well and didn't even compare to my side garden.  Zapped it good on a weekly basis for 2 weeks and the plants look wonderful now! (2 1/2 weeks)

Typos make life more fun and I have a lot of that.  LOL...
