Glass doesn't block the visible spectrum which is the majority of what plants use, so if your window is very sunny it will work, at least well enough to get seedlings that are then moved outside when it's warm

Are there any nodes with multiple buds?  It's hard to see exactly in the picture.  If there aren't it's either because it's not a scorpion (or any chinense pepper) or because it simply hasn't started growing multiple buds due to conditions.

Jalapenos would only grow one flower per node, but they also don't look like chinense pods unless they'll get more gnarly as they grow.  Quite puzzling...

When you water you should water all the way through to make sure the bottom half of the roots are sufficiently wet. You shouldn't water until the soil is dry a few inches under the surface. If your soil drains well most of the excess should drain out of the bottom

I have a yellow moruga scorpion with three this year. Seems to be doing about the same as my other seedlings. It's a little shriveled either from over or under watering, really not sure yet but a few others are having the same problem with only 2. The true leaves that are started look normal but...

Not really sure why there's a different distinction between non machinable envelopes and packages.  Are they just more careful with packages?  I sent something rigid in an envelope once which made it the package rate, but wouldn't a non machined envelope receive similar treatment to a small package?

So many cool peppers. I have too many seedlings now as it is but I gotta remember to apply next year as a grower.
